Since 1919 the Dept. of Public Utilities has been responsible for regulating Massachusetts gas, electric, water, telecommunications, and transportation utility companies (currently pursuant to MGLA c 25). It requires annual returns in the form of financial statements from these companies, specifically per St 160, s 242 (railroads), St 161, s 138 (street railways), St 164, s 63 (municipal gas and electric), St 164, 83 (gas and electric), St 165, ss 2, 7 (water), and St 166, s 11 (telephone and telegraph).
